Foreign citizens who have received a quota of the Ministry of Science and Higher Education of the Russian Federation obtain the right to tuition-free education in a core educational program of NRU “MPEI” in the field indicated in the candidate’s application.
Please note that the quota does NOT cover travel expenses, accommodation, meals, or the costs of medical insuranceand visa processing.

STEP 1. FILL OUT THE APPLICATION
Complete the application on the portal. Applications from foreign nationals for the 2026/27 academic year through the foreign missions of the Russian Federation are accepted from September 15, 2025.
While filling out the application, follow the instructions specific to your country regarding the procedure for obtaining a scholarship under the quota of the Ministry of Science and Higher Education of the Russian Federation (Minobrnauki). The portal contains information on the deadlines and types of selection procedures.

After your candidacy is approved by the Ministry of Science and Higher Education of the Russian Federation, applications are forwarded to the university for approval and are reviewed based on priority.
MPEI will coordinate your candidacy with the relevant institute or department. If your application is approved, you will receive an official letter of admission from the Ministry in your personal account on the portal. After that, a representative from the MPEI Directorate of International Education will contact you with further instructions.

Once your candidacy is approved by the university, the Ministry of Science and Higher Education of the Russian Federation will issue your individual visa invitation number. This number will appear in your personal account on the portal.
You will then need to contact the Embassy of the Russian Federation in your country directly and provide the invitation number to apply for your student visa.

STEP 1. LEGALIZATION OF EDUCATIONAL DOCUMENTS
By the time of arrival at the university, applicants must legalize their educational documents in the country where their education took place. Certificates and diplomas can only be legalized in the country of issue.

Before arriving at the university, the passport and foreign educational documents (diploma and transcript) must be translated into Russian and notarized. If the translations are done abroad, they must be certified at a Russian consulate or apostilled.
Translations certified by a foreign notary are accepted only from countries that have a valid legal assistance agreement with the Russian Federation, in which case legalization is not required. This information can also be verified on the website of the National Information Center.
Certified translations must include attached copies of the original translated documents.
Important! Your name and surname must be written identically in all documents and their translations.

Important! When crossing the Russian border, applicants must fill out a migration card at customs. The purpose of visit must be indicated as “STUDY” (written in Russian: УЧЕБА). Keep the migration card until your departure from Russia.

Within 3 days of arrival, the applicant must complete the registration process. To do this, the following documents must be submitted to the Visa and Registration Office:
- Passport and a copy (including visa and entry stamps)
- Migration card and a copy
- Accommodation contract for a place in the MPEI student dormitory (provided upon initial registration or when changing residence)
- Detachable part of the migration registration notification form (if previously registered at a different address before arrival at MPEI) and its copy

Important!
- Each student arriving in the Russian Federation is required to obtain a medical insurance policy upon arrival in order to receive medical care at the university’s medical center (outpatient clinic).
- Every student must also undergo fingerprint registration, photographing, and a medical examination upon arrival in Russia.
- Make sure your bank card has a sufficient limit to cover payments such as dormitory fees, if paying by card.
