Migration card
Foreign citizens arriving in the Russian Federation for the purpose of studying at NRU “MPEI” must have a migration card with the purpose of entry “STUDY.”
Important!! Foreign citizens whose migration card indicates a different purpose of entry will not be enrolled and do not have the right to be accommodated in MPEI dormitories. Migration cards with another purpose of entry cannot be extended.

Migration registration (initial)
After crossing the border of the Russian Federation, a foreign citizen must, within 3 working days (excluding public holidays and weekends), submit the following documents to the Visa & Registration Department:
If residing in premises not belonging to NRU “MPEI” (hotel, hostel, rented dwelling, relatives’ apartment, etc.), migration registration with the competent authority is carried out by:
After registration at the actual place of residence, it is necessary to provide to the Visa & Registration Department of NRU “MPEI” documents confirming this fact: the migration card and the detachable part of the arrival notification.
- Original passport + copy of passport pages with marks (i.e., pages with the visa and entry/exit stamps);
- Original + copy of the migration card;
- Tenancy agreement for accommodation in an MPEI student dormitory (provided at first application or upon change of place of stay);
- Detachable part of the migration registration notification form (if migration registration had been completed at another place of stay prior to arrival at NRU “MPEI”) and its copy.
If residing in premises not belonging to NRU “MPEI” (hotel, hostel, rented dwelling, relatives’ apartment, etc.), migration registration with the competent authority is carried out by:
- the hotel/hostel administration — within 1 day from check-in; or
- the individual owner of the dwelling — within 7 working days from the foreign citizen’s arrival at the place of stay in the Russian Federation.
After registration at the actual place of residence, it is necessary to provide to the Visa & Registration Department of NRU “MPEI” documents confirming this fact: the migration card and the detachable part of the arrival notification.
Extension of migration registration at the place of temporary stay
No later than 7 working days, foreign citizens must submit to the Visa & Registration Department:
- Original + 1 copy of the passport (all pages, including blank ones);
- Original + 1 copy of the migration card;
- Detachable part of the migration registration notification form and 1 copy of it
Deregistration from migration registration
Deregistration is carried out within 3 days after an order of expulsion or upon completion of studies.

To extend registration, 30 days before the expiry of the existing registration, a foreign citizen must provide to the Visa & Registration Department:

A foreign student changes their place of stay in the Russian Federation if, after being registered in an MPEI dormitory, they:
A change of place of stay entails migration registration at the actual place of stay (hotel, hostel, sanatorium, camping site, hospital, apartment, house, dormitory, etc.).
Accordingly, upon changing place of stay within the Russian Federation and then arriving at an MPEI dormitory, the foreign citizen must, within 1 working day, provide to the Visa & Registration Department the following documents for registration at the new place of stay:
- stay in a hotel or other accommodation provider, sanatorium, holiday home, boarding house, camping site, tourist base, children’s health camp, medical organization providing in-patient care, or in a social service organization (including one providing services to homeless persons) — regardless of the length of stay in the above organizations;
- stay in a dwelling that is not the address indicated in the detachable part of the notification form — for more than 7 working days;
- move from one MPEI dormitory to another — from the moment a tenancy agreement for a dormitory room at the new address is concluded.
